UK government gives migrants booklet informing them rape and sex with children could 'affect' asylum claims

The UK government has put out a pamphlet for migrants to inform them about social norms and expectations of life in England. The booklet is intended to help migrants "understand what is expected of [them] when living in the UK." More than 1.3 million migrants currently live on UK welfare benefits.

The book defines and explains what rape is and that it is illegal, and in detailing the legal age of consent states, "sex with someone under the age of 16 is a serious crime in the UK. There are no exceptions to this rule. Even if they say yes, it is still illegal. You could go to prison, lose your support and accommodation, and it will affect your asylum claim."

If this were not a persistent problem among the migrant community in the UK, the government would likely not have felt it necessary to tell migrants not to do it. This is not a booklet distributed to non-migrant residents.

The materials cover "gender equality, domestic abuse, sex and consent, respect in public," and "getting help." Many on social media pointed out the absurdity of the "sex and consent" section, where migrants are literally instructed not to engage in rape.



"Consent," reads the booklet, "means both people freely agree to sex or sexual contact. In the UK, the law is clear and strict: both people must agree to sex or sexual contact of any kind." The government goes on to explain to migrants what that means, saying that "both people must say yes freely," that "someone can change their mind at any time, even if they said yes before," and that "if someone is asleep, drunk, or unable to respond, they cannot consent."

The government does not say that the asylum claim would become void in the event that the migrant rapes someone, just that it would "affect" it.

Texas Rep. Brandon Gill suggested, "If it has to be explained to somebody that rape is bad, you probably shouldn't bring that person to your country in the first place." 



In the realm of "gender equality," the government found it necessary to explain to migrants that women can "work and earn their own money, study and go to school or university, travel freely, choose who they marry, or choose not to marry," and to "make their own decisions about their lives."

"Women do not need permission," the guidance goes on, "from a husband, father, brother or any other man to do any of these things."

"You must never," it states, "control what a woman wears or where she goes, stop a woman from seeing friends or family," or "make decisions for a woman without her agreement."

The booklet explains that domestic violence is not tolerated, including physical violence, threats, controlling behavior, emotional abuse, or taking away their identity documents. The UK government was forced to have to elucidate the concept of "respect in public," as well, telling migrants not to follow people or verbally abuse them because of their religion, sex, or other characteristics.
