In the latest New York Times/CBS poll, the President made gains in reaching a 40% approval rating, but only 33% of Americans approve of Congress right now. The New York Times blames the Republican Majority, but I bet Democratic voters are driving down ratings, being dissatified their members can't come up with a clear strategy on the war, Katrina and well, anything.
