Once the AK-47 window shoppers are taken off the streets and their carts returned to the cart corral, door-to-door searches could identify those unable to take care of themselves or fend off predators. Anyone else with property who would like to stay put should be left alone - just sign a waiver and go about your business.
Unfortunately, it is politically easier to clear everyone out and cite bogus health or safety concerns. With the racial grievance industry in full-throated incitement, letting people stay would just fuel more demagoguery. After all, Katrina was a racist storm (probably a Republican) that did not submerge high and low ground equally.
