At the next session with the press on March 15, however, McClellan told Gizzi: "I just checked into it initially and my understanding is that this is a preliminary proposal. It still has not been adopted." Regarding the Chinese agency's record in proliferating nuclear-weapons-related technology to Pakistan and Iran, McClellan said: "We have agencies that look into those matters to make sure that what is involved here does not involve any proliferation concerns."
