David Vitter (R.-La.) authored the legislation with Rep. Gil Gutknecht (R.-Minn.). The bill quickly won the backing of freshman Senators Jim DeMint (R.-S.C.), John Thune (R-S.D.) and Ken Salazar (D.-Colo.). Congress has tested both the Bush and Clinton Administrations on drug reimportation in the past, but concerns about safety have prevented the measure from winning White House support.
