The Times also asked President Bush: "Which federal agencies or programs would you be willing to just cut from the budget?" The President spoke for a long time in response but did not directly answer the question.

Finally, he said: "I know I'm not answering your-I'm defending the decisions I made, but they are right decisions. In terms of the new budget, we'll submit, you'll see. I mean, we recognize there needs to be some entitlement-further entitlement reform. And in terms of the discretionary budget, it will be a tough budget. I'm not going to tell you what's in it yet." The President eventually said there were programs he's "zeroed out" and concluded, "I need to get you a list of them."
