No sooner had EPA chief Mike Leavitt been tapped as HHS secretary than speculation in Washington started over who would succeed him at the EPA. The most oft-mentioned prospect is Idaho's conservative Republican Gov. Dirk Kempthorne, who was the runner-up for EPA when Leavitt was chosen two years ago. Other names mentioned include those of Council for Environmental Quality head James Connaughton, outgoing Rep. George Nethercutt (R.-Wash.) and Deputy Energy Secretary Kyle McSlarrow.
