On July 15, by a vote of 216 to 211, the House passed an amendment to the Foreign Relations Authorization Act (H.R.1950) authored by Rep. Chris Smith (R.-N.J.). The pro-life amendment restores the Kemp-Kasten law prohibiting taxpayer funding of population control programs that involve coercion.
The United Nations Population Fund (UNFPA) is the organization targeted by this amendment; an organization that has for years tolerated and cooperated in forced abortions and sterilizations in China.
Smith brought the amendment to the floor because pro-abortion Rep. Joe Crowley (D.-N.Y.) inserted language into H.R. 1950 in committee that gutted the law. "The UNFPA has funded, provided crucial technical support, and provided cover for massive crimes of forced abortion and involuntary sterilization," said Smith, a moderate who is well known for his defense of human life and international human rights. "Tens of millions of children have been slaughtered, their mothers robbed of their children by the state. The UNFPA has aggressively defended this barbaric policy that makes brothers and sisters illegal and makes women the pawns of population control cadres," said Smith
Smith also referenced statistics that showed there may be as many as 100 million more men than women in China, clearly a direct result of the one-child-per-couple policy.
But Crowley denied that these facts were results of his legislation.
"The UNFPA does not provide for abortion," he said. "When women have the access to contraception to plan their families, their economic livelihoods improve."
Rep. Joe Pitts (R.-Pa.) supported Smiths agenda.
"Some in this body are more committed to using taxpayer money to force Chinese women to have abortions because they have chosen to have children," said Pitts. "They are so deeply committed to forcing these women to have abortions that they have already prevented us from sending more than $60 million to people in need."
Still, left-wingers couldnt seem to understand that UNFPA does, in effect, fund abortions.
"UNFPA saves the lives of women and their children," said Rep. Sheila Jackson-Lee (D.-Tex.). "It prevents abortions."
A "yes" vote was in favor of Smiths amendment to cut off funding from the United Nations Population Fund, an organization that cooperates in forcing Chinese women to kill their children. A "no" vote is in opposition to the pro-life amendment and in support of Communist genocide.
