“Today, President Trump announced the U.S. is leaving 66 anti-American, useless, or wasteful international organizations,” Rubio said. “Review of additional international organizations remains ongoing.”
The decision was formalized in a presidential memorandum dated January 7, 2026, titled Withdrawing the United States from International Organizations, Conventions, and Treaties that Are Contrary to the Interests of the United States. The memorandum follows Executive Order 14199, issued on February 4, 2025, which directed the State Department to review all international intergovernmental organizations, conventions, and treaties receiving US funding or support.
According to the memorandum, Rubio submitted his findings to President Donald Trump, who determined that continued US participation in dozens of organizations was not in the national interest. Trump subsequently ordered all executive departments and agencies to take immediate steps to withdraw from the listed entities.
The organizations targeted include both non-United Nations and UN-affiliated bodies. Among the non-UN organizations are the Intergovernmental Panel on Climate Change, the International Renewable Energy Agency, the International Union for Conservation of Nature, and the Venice Commission of the Council of Europe. Several global migration, climate, and development organizations were also included.
UN entities affected by the withdrawals include the UN Framework Convention on Climate Change, the UN Population Fund, the UN Entity for Gender Equality and the Empowerment of Women, the Peacebuilding Commission, and multiple UN Economic and Social Council regional commissions.
For UN organizations, withdrawal will involve ceasing participation and funding to the extent permitted by law, according to the memorandum. The administration emphasized that implementation will remain subject to existing statutes and appropriations.
Rubio said the move reflects the administration’s broader foreign policy approach. “These withdrawals keep a key promise President Trump made to Americans. We will stop subsidizing globalist bureaucrats who act against our interests,” he said. “The Trump Administration will always put America and Americans first.”
