Both of these states have a low level travel advisory from the United States. There have been are over 14,700 homicides in Mexico so far this year and only .5% of them have been in Puebla. About 3.4% have been in the state of Tlaxcala.
Prosecutors said that along with the heads, which were all male, a pamphlet was found which detailed that the killings were intended to settle the score between rival gangs, the New York Post reported. "The State Attorney General’s Office (FGJE) has initiated an investigation into the discovery of six male head limbs near the states of Puebla and Tlaxcala," the prosecutors said.
"The State Attorney General’s Office will continue the relevant investigations to clarify what happened and hold accountable whoever is found responsible," the statement continued.
Criminals gangs are known to transport drugs, fuel, and people through the area but decapitation is usually reserved for states along the north and west of the country. Sinaloa saw give decapitated bodies in June, along with 15 other deceased.
Earlier this year, however, the bodies of nine murdered students were found on the border of Puebla and Oaxaca. Those students were lured to Oaxaca by gang leader José "El Jocha" Lavariega, who was seen in a video pranking the students at their hotel.
The students were four men and four women and were believed to be part of the Los Brujos gang. Those students asked Lavariega if they could carry out robberies in Oaxaca and he okayed the plan. Another gang, however, did not like it, killing and dismembering the victims. Lavariega was also killed in his car.
