The Democrats’ proposal to impose a “windfall profits” tax on America’s oil companies failed on a 51-43 cloture vote in the Senate Tuesday morning. Every Democrat present voted in favor of the measure, with two Republicans joining them on the dark side. Senators Gordon Smith (OR) and Olympia Snowe (ME) presented their beliefs that oil companies with smaller profits will lower the price of gasoline. Here’s the roll call:
