Now Lott, who would like Federal Emergency Management Agency (FEMA) to be removed from the Department of Homeland Security and regain independent status, is railing against the bureaucratic red tape delaying disaster relief. Citing a FEMA regulation that stipulates hurricane volunteers must get background checks, Lott said: ??¢â???¬?????Frankly, that??¢â???¬â???¢s ridiculous. I mean, they??¢â???¬â???¢re not going to be terrorists. What are they going to blow up? It??¢â???¬â???¢s all gone.??¢â???¬
