Not surprisingly, Missouri Gov. Bob Holden (D.) lost his re-election primary Tuesday. A year ago, three of Holden's vetoes-of an abortion waiting period, concealed carry weapons permits, and gun manufacturer liability-were overridden by the state legislature in only 72 hours. Holden then tried to force through a tax hike by impounding $250 million in education funding, on the pretext that the state would otherwise suffer a shortage of cash. Holden believed the move would force Republicans, who control the state legislature, to hike taxes or take the blame. Instead, Republicans held their ground and state revenues increased with Missouri's growing economy, creating a budget surplus. The hapless Holden then released the funds he had impounded. He lost by six points to State Auditor Claire McCaskill (D.). The liberal McCaskill will face Secretary of State Matt Blunt (R.) for the governor's spot in November. Blunt is the son of U.S. House Majority Whip Roy Blunt (R.-Mo.).
