House Intelligence Chairman Porter Goss (R.-Fla.), who is retiring from Congress, has emerged as the leading candidate to replace George Tenet as Director of Central Intelligence. A friend of the Bush family, Goss once served as a CIA case officer. In interviews with HUMAN EVENTS in recent years, he has been a sharp critic of the decimation of U.S. human intelligence assets during the 1990s.
