A Philadelphia source tells HUMAN EVENTS that voter turnout so far today in the GOP senate primary election is "unusually low." With Philadelphia as his base of support, liberal incumbent Sen. Arlen Specter has to hope for increase in voter-turnout later today if he hopes to defeat the surging candidacy of conservative challenger Rep. Pat Toomey.
