The Hill reported today that a group of conservative congressmen is planning to fight spending bills that bust the budget by voting against procedural, floor-rule votes.

Where did they get the idea? When some of these conservatives complained to the GOP leadership about the lack of spending enforcement measures in the budget this year, the leaders "suggested they try to defeat rules enabling debate on any legislation they opposed."
