The Russians, like President Bush, are far too smart to ratify the potentially economy-killing Kyoto Protocol. The news comes as even pro-Kyoto members of the European Union admit they cannot meet its stringent emissions limits.

Kyoto, if ratified by the U.S., would set unrealistic and Draconian limits on emissions of carbon dioxide-the same gas humans exhale-which would require that American consumers and industries use less energy. If Kyoto ever becomes the law of the land here at home, it will destroy manufacturing and electricity production in the U.S. and cause millions of jobs to be lost in all sectors of the economy.
