The Kentucky senator who wrote the 2011 book ???The Tea Party Goes to Washington??? will deliver the Tea Party response to President Barack Obama???s State of the Union Address.

Sen. Randall H. "Rand" Paul (R-Ky.) will focus on the size of government and the failure of national leaders to address the burden the expanding government has on the American people.

Paul will deliver his address on a webcast sponsored by the California-based Tea Party Express, said Amy Kremer, the group???s chairwoman.

RedState.com will carry the speech webcast live.

Paul gives the speech from the National Press Club just three blocks from the White House, a home he has said he is interested in moving his family into after the Obama???s move out.

The speech comes one week after the senator???s foreign policy address at Washington???s Heritage Foundation. That speech sought to open the lines of communication between different camps within the conservative movement after more than 10 years of war.

Some Republicans have grumbled that a Tea Party response will muddle the message presented by the party???s selected responder, Florida???s Sen. Marco A. Rubio. Rubio has also looked at the White House as a place he would like to move his family.

The Rubio response will actually be two responses. One delivered live in English and another pre-produced in Spanish and carried on Spanish-language outlets.

Kremer said, ???We are happy to see that the Republicans have selected Tea Party conservative Sen. Marco Rubio to deliver their response.???

There is no conflict, she said. ???Both Senator Rubio and Senator Paul will articulate pro-growth messages that will resonate with the American people.???

In his response to the president???s speech to Congress, Paul will focus on the size of government and the failure of national leaders to address the burden the expanding government has on the American people.

Kremer said, ???We are excited to have Senator Paul deliver the 3rd Tea Party State of the Union response next week. Americans are fed up with Washington politics that fail to address America???s fiscal woes.???

Tea Party Express has called for reducing the size, cost, and intrusiveness of the federal government, and we have stood strongly for pro-growth policies to get the economy growing and job creation increased.

???Since the President has been re-elected, the debt has continued to skyrocket and unemployment has ticked up, but he has offered no solutions and has shown no leadership,??? she said.

???In contrast, Sen. Rand Paul has put forth solutions that would spur economic growth and rein in Washington???s out-of-control spending,??? she said. ???Senator Paul, a conservative leader and strong voice for the Tea Party movement, will be offering our perspective on the state of the union.???
