Capitol police spokeswoman Kimberly Schneider said the sound of shots reported to Capitol Police this morning in a Capitol Hill garage appeared to be caused by construction workers. 

She said, "The cause of the loud sound appears to have come from construction workers in the area during the course of their routine work,"

This morning around 10:30 a.m., shots were heard in the parking garage of House staffers in the Rayburn building located across from the Capitol.  The Capitol building went into lockdown as law enforcement rushed to secure the area and staffers were instructed to return to their offices and stay there.

The Capitol building was reopened at approximately 11:10 a.m., but staffers in House office buildings were confined through the afternoon.

The Capitol Police completed security sweeps of the Rayburn building at approximately 3 p.m. and Rayburn was fully opened by 3:20 p.m.
