Tom Ridge announced last week he is resigning as Homeland Security secretary, eliciting no regrets from conservatives. Ridge's legacy as leader of a new bureaucracy dedicated primarily to securing the borders is that he did not secure the borders.
In a town hall meeting in Miami last December, Ridge said that the government "had to come to grips with the presence of eight million to 12 million illegals" in the country, to "afford them some kind of legal status some way."
