Yesterday, the Senate passed, 61 to 38, the Unborn Victims of Violence Act (H.R. 1997), which makes it a separate crime to kill a pregnant woman's unborn child. "The bill covers children that aren't children," Sen. Dianne Feinstein (D.-Calif.).

Four Republicans-Lincoln Chafee (R.I.), Susan Collins (Maine), Olympia Snowe (Maine) and Arlen Specter (Pa.)-voted for an amendment sponsored by Feinstein that would have undermined the bill.
