It is increasingly recognized as the most devastating institutional failure and the deepest moral stain in the modern history of the British state. For over three decades, a network of organized crime, sexual slavery, and sadistic torture operated across more than 50 towns and villages in the United Kingdom.

The publication of a comprehensive, 200-page independent report funded and championed by Restore Britain MP Rupert Lowe has completely shattered decades of official minimization. The report estimates that the true scale of the crisis encompasses more than 250,000 British girls – a vast demographic of predominantly vulnerable, working-class victims abandoned by the very state built to protect them.

The details contained within the report, compiled from harrowing survivor testimonies and read directly into the official Hansard record under Parliamentary Privilege by Rupert Lowe, expose a level of organized cruelty that goes far beyond sexual exploitation. It describes a coordinated campaign of physical and psychological terror. According to the report and testimonies presented to Parliament, the atrocities include: Victims as young as 5 or 6 were bound, whipped, hung upside down, suffocated, and urinated on. Survivors testified to witnessing up to 20 young girls at a time kept locked in dog cages, while others were sent to hidden "red rooms" where they were raped, tortured, killed or livestreamed for profit. The men used glass bottles, keys, baseball bats, and other blunt objects to inflict catastrophic internal injuries, some shattering inside the victims and requiring emergency surgeries.

Vulnerable children in residential care systems were forced to perform abortions using knitting needles, or were injected with lethal doses of heroin to induce compliance and addiction. One survivor detailed being raped by a dog while a group of men filmed, laughed, and placed bets on the assault. White British girls were taken from foster homes and married off to the men, with social workers acting as witnesses to the marriages, before approving the victims to move in with their abusers. In Telford, Lucy Lowe died at 16 alongside her mother and sister when her abuser set fire to her home in 2000. She had given birth to Azhar Ali Mahmood’s child when she was just 14, and was pregnant when she was killed.

The abuse carried an explicit ideological edge. Girls were physically branded with hot irons or knives with an "M" for Muhammad to denote ownership. Victims were openly mocked for wearing crucifixes during gang rapes in "party houses," with perpetrators explicitly stating that white, Christian girls possessed "no morals or lower value" compared to women of their own communities. The report confirms what we have known for decades, that the overwhelming majority of perpetrators were predominantly South Asian and Pakistani men, alongside some from Somali, Iranian, Syrian, Turkish, Bangladeshi, and Iraqi backgrounds.

The Telegraph reports that a concerned parent "was told by the police that an older Asian boyfriend was a fashion accessory for girls in the town". The father of a 15-year-old rape victim was told the assault might mean she would “learn her lesson”. The 2014 Jay Inquiry into Rotherham, mentioned in Lowe's report, states girls as young as 11 were “doused in petrol and threatened with being set alight”, “threatened with guns” and "raped by large numbers of male perpetrators, one after the other”. 2013 court sentencing detailed one perpetrator as "preparing his victim with a pump for gang rape with four men inside her. A red ball was placed in her mouth to keep her quiet.”



Also facing questions is British Prime Minister Keir Starmer and his record as the Director of Public Prosecution, heading the Crown Prosecution Service from 2008 to 2013. Under Starmer’s reign as DPP, 13,000 prosecutions were dropped and traumatized children were labelled as "unreliable witnesses.” Out of fear of “race riots”, gag orders were forced upon the girls, and taxi networks were ignored and overlooked, while fathers of the girls were arrested for trying to rescue their children. Under his leadership, the CPS suffered from a catastrophic range of structural negligence, allowing active rape rings to evade justice and continue operating with de facto immunity. The state’s determination to keep the lid on the scandal has extended right into the modern political era. Local and national Labour politicians have faced fierce condemnation for actively suppressing discussion of the perpetrators' ethnic and cultural backgrounds to safeguard local voting blocs and maintain an unblemished image of a successful multicultural society.

Former Labour Safeguarding Minister Jess Phillips recently provoked immense public fury after blocking a formal request for a full, independent statutory public inquiry into the Oldham grooming gangs, attempting instead to defer the matter back to a closed-door, localized review. Rupert Lowe’s Restore Britain report corroborates earlier findings, confirming that senior council officials across the country implemented a regime of fear, warning social workers and police officers that raising the alarm about Pakistani-heritage gangs would destroy their careers and ignite widespread "race riots." Rather than shutting down the networks, police forces routinely arrested frantic parents who attempted to break into properties to rescue their children, while simultaneously shielding suspects to maintain local "community cohesion." 

With the launch of the Statutory Independent Inquiry into Grooming Gangs under Baroness Longfield in April 2026, the full scope of the state's cover-up is finally facing a legal reckoning. Backed by a £65 million budget and the legal power to compel the release of decades of classified files, campaign groups and survivors demand: Immediate imprisonment for any police chief, social services manager, or council politician found to have actively covered up, buried, or ignored evidence of child abuse. The immediate revocation of British citizenship for any dual-national or foreign-national perpetrator involved in these networks, followed by swift deportation alongside family members who knowingly enabled or protected their actions. The scale of the horrific physical torture and murder detailed in the 200-page report has launched a severe national debate, with calls for a binding public referendum to reinstate capital punishment for those who orchestrated and executed these atrocities against the nation's children.

The grooming gang scandal stands as a systematic sacrifice of working-class children, and represents the most harrowing scandal, and subsequent cover-up, in British history.
