Dr. Lawrence Hunter, PhD, worked closely with the Reagan administration on its new federalism initiatives while he was director of research at the U.S. Advisory Commission on Intergovernmental Relations, where he oversaw and authored new federalism reports and wrote a seminal article on the 10th Amendment published in Publius; The Journal of Federalism. During President Reagan’s second term, he was a member of the White House staff working on welfare reform legislation based on the precepts of those new-federalism concepts.
