One reporter, who says she has direct sources on the Senate Intelligence Committee said only 4 members of Congress, excluding the Speaker of the House and the Majority Leader, were briefed concerning the President's domestic surveillance policy changes. She says that members of the Senate Intelligence Committee believed they should have been contacted. The reporter also said the four members who were briefed were instructed not to discuss the proceedings with any legal scholars or staff aides, even those with top security clearance to discuss propriety of the change of policy. The reporter said her source told her the briefings were conducted on the condition the member would not speak of the matter to any other members of staff aides.
So, far only Sens. Rockeller and Reid have stated they were briefed.
