John McCain (R.-Ariz.), one of the seven senators proposing the spending cuts, mocked pork-barrel projects and blamed runaway federal spending partly on the tendency of Congress to pass appropriation bills for projects before authorization bills, allowing room for earmarks to sneak in via last-minute amendments.
