Sen. John McCain (R.-Ariz.), one of the seven senators proposing the spending cuts, mocked pork-barrel projects and blamed runaway federal spending partly on the tendency of Congress to pass appropriation bills for projects before authorization bills, allowing room for earmarks to sneak in via last-minute amendments. Addressing the issue of uncontrolled spending at the Heritage Foundation Wednesday, McCain said: ??¢â???¬?????If there??¢â???¬â???¢s something good that may have come out of Katrina, it may be that it has heightened the awareness dramatically of the American people about the deficit budget difficulties and spending problems we have here in the city of Satan.??¢â???¬
